I’d presume that if the blocks are forfeited to the US government, they will then be monetized on the transfer market, like most other forfeited assets; I wouldn’t expect them to be locked away*. Might take a while for the blocks to fall out of the routing table and actually become usable, however.

I have the indictment as a pdf but I don't think I can attach it on this mailing list. It is public information though.
I tried to convert it to text with bad results. If you can't find it and want to see it, let me know and I will put it up somewhere and link to it.
