I suspect that the proposal authors, being appropriately cognizant of the
obvious difficulties of obtaining general agreement to do -anything- about
-any- of these matters, may have attempted to minimize pushback by limiting
the scope of the proposal to just hijacks and not also squats.
Speaking only for myself, I am in general agreeement with the sentiments
expressed by Michel Py on this point, and I have a longstanding personal
mantra that I generally apply to all such fine distinctions:
"Kill them all. Let God sort them out."
But my own arguably uncompromising views are not widely shared, and are,
somewhat surprizingly, viewed in some circles as being "heavy handed".
(I have no idea why.)
