  Exactly.  RFC 2622 - Routing Policy Specification Language (RPSL) was published in June 1999.  A more recent restatement of the solution is at https://www.manrs.org/ <https://www.manrs.org/>  Please register now.

  Those who do not know history are doomed to repeat it.  Or keep trying to fix a problem that has a solution for 20 years (well, 19 years, 20 years next month).
