If you mean during a "route hijacking", then you would be incorrect with respect the ARIN registry not being accurate at such times.  During such events, the registry is accurate despite difference from the current routing state.

Members abusing the rights of other members doesn't automatically make it an RIR issue - for example, a member may be trespassing in anothers facility and that shouldn't warrant RIR action.

Members interfering with rights of other members _when those rights are provided by the membership organization_ do provide a cause of action.  However, since ARIN doesn't provide any routing rights (despite some people's beliefs to the contrary), it doesn't have a corresponding role in enforcement of routing rights.

It is certainly possible to change the rights provided with address block issuance to include routing responsibilities, but that's a rather significant change compared to ARIN's present scope of operations.
