I have questions about what is considered in violation with the proposed
wording. See inline comments.

I have an example that makes me question what would be in violation with
the proposed wording. Say a bunch of VT students begin a start up company
in the VT corporate research center and come to us (VT IT) for IPv6 address
space. They are technically not part of VT but are still connected to VT.
If we provide addresses to them, according to the proposed wording, it
seems we would be in violation.? Therefore I would rather have some wording
that is more accommodating to this type of situation.
