[arin-ppml] Proposed update for ARIN-2017-12

As requested, I will rewrite the text by withdrawing all the compliments I
have given to the American Nation:

When I read *But given GDPR and the general focus on privacy these days...*
I can only see one word: subservience. So, I have a question: Will GDPR
dictate your actions? If so, I will be against all privacy-related policies.
