To be clear, we have clear evidence that ARIN’s legal terms result in decision making by some ISPs which result in negative impact to those ISP’s own customers and additionally to ARIN resource holders.

(This is not a unilateral situation, Job – it is a combination of ARIN’s legal requirements and ISP decision making that result in the outcome, and there are many ISP’s that don’t have difficulty using ARIN’s RPKI repository.  Continuing to depict a one-sided picture of the situation and impacted parties would be rather disingenuous.)
