Sandra,
Currently, section 8 covers two different types of resource transfers. Section 8.2 covers merger and acquisition and/or reorganization/divestiture/etc. related transfers of all types of number resources. Section 8.3 covers IPv4 and ASN transfers unrelated to M&A/reorg/etc.
Section 8.4 covers the specifics of inter-RIR transfers of IPv4 number resources whether of 8.2 or 8.3 type.
This proposal would expand 8.4 to also include ASNs.
Personally I still don’t see the need. There are viable alternatives for 32-but ASNs in communities and other alternatives as well.
