ARIN Staff interprets total inventory to include all IPv4 number resources
held at each RIR in accordance to extended stats file which is published
daily by each RIR. Here are the numbers that were pulled on May 19 and to
contrast the numbers pulled today (110 days later)

ARIN: 1,687,030,272 -> 1,686,159,104 (loss of 871,168)
APNIC: 880,795,648 -> 881,734,912 (gain of 939,264)
RIPE: 822,375,168 -> 822,316,800 (loss of 58,368)
LACNIC: 190,775,552 -> 190,775,552 (no change)
AFRINIC: 121,242,624 -> 121,242,624 (no change)

Global average: 740,445,798

The extended stats file includes all reserves.Does ARIN staff whip out the
calculators on the day the transfer request is

To go below the global average, the RIR above the average and closest to
it would need to lose 81,871,002 more addresses, which at the current rate
(14,592 lost per month) would take 5,620 months (468 years).

ARIN cannot speak to the intentions of other RIRs.

  Are all RIR inventories updated daily?

Yes, current practice is for each RIR to update their extended stats on a
daily basis.

For purposes of implementation of this draft policy ARIN would establish
each RIR¹s eligibility for transfers on a semi-annual basis. The magnitude
of the numbers does not necessitate a more frequent review.


   I support the policy but it would be far better to lose that additional
   sentence. Just drop the world reciprocal and if problems arise they can
be
   dealt with later.
