[arin-ppml] Draft Policy ARIN-2017-10: Repeal of Immediate Need for IPv4 Address Space (NRPM Section 4.2.1.6)

I am confused by your statement. Immediate need does not allow one to jump to the front of the queue, it merely provides an alternative means for justifying an initial allocation/assignment.
