[arin-ppml] Draft Policy ARIN-2017-12: Require New POC Validation Upon Reassignment

This would be a new policy proposal. If you'd like to discuss it before
deciding whether to formally propose something, I would recommend a new
thread, as it's off-topic for this thread.
