[arin-ppml] ARIN-PPML 2027-3

How much IT effort would it be to send a $0 bill to legacy holders,
and let they either make a $0 payment thought the web site,
or include some text on the $0 dollar bill saying click this to
acknowledge receipt of this non-bill?
