Bill,

That’s not particularly relevant as LIRs are not at issue in the policy proposal.

It speaks only to RIRs (i.e. AfriNIC, APNIC, ARIN, LACNIC, RIPE-NCC) and NIRs (e.g. JPNIC, CNNIC, KRNIC, …).
