[arin-ppml] ARIN Response to AFRINIC on Policy compatibility

The fundamental problem is our reciprocity requirement, are we willing to
change that?

I had argued against it originally, because I foresaw this very issue with
AFRINIC.  I don't think it we should require AFRINIC to allow transfers out
of their region to ours, for us to allow transfers out of our region to
theirs.  There were some in our community that were adamant that we had to
have reciprocity.  Since, AFRINIC wasn't anywhere near having a transfer
policy anyway, I didn't press the issue as it was more important to move
forward with out of region transfers than to argue the point at that time.

I'd support a proposal to remove the reciprocity requirement.
