APNIC and RIPE are doing it today.
Surely the agreement you reference between RIRs about tracking has been achieved between those two registries. 
Can you provide any guidance on the timeline of the implementation period?

 It is estimated that implementation would occur within 3 - 9 months after ratification by the ARIN Board of Trustees. 

 Future impact from RPKI implementation could involve either some kind of RIR<->IANA<->RIR coordination system or ERX for ASNs."
