From the last inter-RIR ASN transfer proposal’s staff and legal review:

"This policy would have minimal to moderate resource impact from an implementation aspect.
 It is estimated that implementation would occur within 3 - 9 months after ratification by the ARIN Board of Trustees.
 Future impact from RPKI implementation could involve either some kind of RIR<->IANA<->RIR coordination system or ERX for ASNs."
