Depending upon who your broker is, there should be an escrow function built
into the transaction. The question on ownership at different steps in the
process is a good one for both a broker and a lawyer. Financing an
intangible asset will weigh heavily on the value, what level of risk, and
over what time period. I don't know for sure, but I'll speculate that
there's a high risk premium on financing v4 addresses so you may want to
explore as many avenues as possible to avoid this. Like comparing the cost
to using IPv6 instead.

I originally thought brokers would be less than helpful in the process. I
changed my mind. They are helpful. It's much like buying a house and using
a RE broker with experience to walk you through the process and the
important bits. Issues like chain of custody, proper escrow procedures,
warranties and space attributes are key components of a sale and they are
providing a service in exchange for their fees that is probably worth it
all considered.
