[arin-ppml] LAST CALL for Recommended Draft Policy ARIN-2015-3: Remove 30 day utilization requirement in end-user IPv4 policy

I support the policy as written.
I also agree with staff suggestions to remove additional outdated language, but history suggests that we can only get a few words removed with each policy proposal.

I would also support removal of all needs assessment language for the transfer cases.
