[arin-ppml] LAST CALL for Recommended Draft Policy ARIN-2015-3: Remove 30 day utilization requirement in end-user IPv4 policy

Since, ARIN-2015-3 is in last call, it would also be helpful if you
could comment more directly on the specific merits of or issues with
this policy, and take discussion of other more generic issues to
another thread.  Furthermore, since you commented on the last call
thread for this policy, would you please clarify do your position on
that policy.  Is it ready to go to the board for adoption or are there
issues that need additional work?
