[arin-ppml] Pre approvals for transfer-in-kind transactions

Bill,

You are absolutely correct. But...

The ARIN experience report suggested that some times
the seller is uncomfortable using IP space that is not
registered to them, without an assurance that the future
transfer will be approved when at the current time, they
are not approved (as they are still holding the block they
intend to sell).

The catch 22 is they can't get the assurance they need
that they will be able to get approval to transfer in a /24
before they commit to transfer out the block they are selling.

We all know that in this example the utilization is sufficient
to justify a /24 and that they will be (pre-)approved for a
transfer in of a /24 once they no longer hold the /16.  But the
organization would like some greater assurance of this.


It was suggested that if ARIN provided that assurance then
the risk to the seller would be sufficiently reduced and more
sellers would be willing to enter the market.
