FWIW in 2016-6, I did not preserve the text because I felt that it no longer offered any advantages to the policy.

I believe that the revised text as proposed provides all of the same benefits globally that the original text provided to a more limited set of areas.

If anyone believes this is not the case or that the current text is problematic as a result, please speak up.

My current hope is that we will be able to take this to Dallas as a recommended draft so that it may be adopted thereafter.
