If ARIN counsel had drafted a LOA allowing you to announce
199.43.0.0/24, not only would it be easy to find an ISP willing to let
you announce it, you'd probably also find that ARIN wouldn't bother
suing you (and certainly wouldn't win). *Even though* the registry
doesn't show that it is "yours" to announce. That's the case we're
discussing.
