The draft policy in question is regarding criteria for distribution of 
addresses from the free pool, whereas Depository specifically asserts 
to be a "post-distribution Registrar" You might need to elaborate on 
the relationship you see between the two, as your commingling of these 
is otherwise inexplicable.
