[arin-ppml] Draft Policy ARIN-2015-8: Reassignment records for IPv4 End-Users

I agree with the proposal in principle, just not as written.

If there were rules around who resassignments could be made to (must be a wholly owned subsidiary, etc) AND it didn't increase the fees for end users, I would support it.
