I believe that it is occurring, however the operators engaged in such 
activity are implementing 'pseudo' businesses, or letting 'pseudo' 
operators utilize the space, in order to justify receiving more IP Space 
as part of their speculation process.

Current ARIN rules do preclude simply 'holding' space without using it, 
and then getting more.

As the 'real estate' value increases, you will see different behaviors.
