[arin-ppml] Draft Policy ARIN-2014-18: Simplifying MinimumAllocations and Assignments

Possibility, but there are at least 4 places (I think) in current policy that the Minimum is used and I wanted to make this a simple addition to the policy without having to rewrite several sections.  This is the easiest way I could come up with to accomplish that.  I would be fine with fixing them all if that is what this community wants to do, but I fear that will bring up other issues unrelated to this that will cause this community to be against it - and I want to focus on fixing the real issue.

Could it be this line that is creating opposition?
I am in favor of allowing smaller allocations.. but maybe there are some very specific areas people are concerned with?
