[arin-ppml] Break-out session to discuss eliminating needs-based requirements for ARIN 8.2 and 8.3 transfers

As a follow-up from this afternoon's open mic, we will be holding a break-out session at 8:30AM on 10/10/2014 to hash out a possible proposal to eliminate needs-based requirements for ARIN 8.2 and 8.3 transfers.
