The role of ARIN (the secretariat) is to carry out (enforce) the Policies
set by the ARIN community.

We as ARIN (the policy community, or "Congress" in your analogy) have to
tell the secretariat what is an appropriate usage of IP resources.

So far, the community has not (yet) gone down the rabbit hole of trying to
restrict certain uses of Internet resources based upon value judgements.

If you have a policy proposal that separates the wheat from chaff in an
objective manner, I am sure that will generate considerable discussion.
