[arin-ppml] Adding Enforcement mandate language

Unfortunately, Mr McTim, this won't work here :( We have tremendously large service providers who don't have up-to-date SWIP records as a function of changes ARIN has made to software. The providers are experiencing an inability to get changes made internally to adjust to ARIN's changes. This is mostly due to the difficulties large (100,000+ employee) companies experience when trying to be flexible.

Concisely: such a rule enforced to the spirit and letter would take down reverse for tier 1 networks. We can't put ARIN in that position, as it's a lose-lose for everyone on the Internet.

It's a tough reality to swallow (engineer's response "it shouldn't be that hard!") but it's very real :(

no, that's just preamble.

"This proposal limits LIRs and End-Users from obtaining reverse
delegation (rDNS) from AFRINIC unless the address space is assigned or
sub-allocated in the AfriNIC Database."

In other words, no reverse DNS unless SWIP/rwhois.

I assume you want to improve the accuracy of the registry database
while giving ARIN the ability to enforce registration requirements,
correct?

This is one potential way to give the RIR a stick in which to enforce
the registration of assignments in the database.

Don't they already have the ability to revoke under clearly defined conditions?
