I don't think it is too late.   Perhaps the rule should say  something to
this effect:   expire the rule after exhaustion?

o  Make the anti-flip language state that the waiting period will
automatically be reduced to 3 months;  following 6 months,  after  which
ARIN  continuously no longer has the free resources available  to satisfy
 any resource allocation request  of  /22 or more addresses,  that would be
accepted if the resources were available.
