I also omitted to mention that the DMV considers the car as having two
parts... the ownership, which they won't interfere with and want
accurate registration... and the license portion, which they will ensure
doesn't get passed to someone who doesn't quality...

of course that breaks down as ARIN isn't in the routing business, the
DMV is.
