Hi David,

Asked and answered. I'm also very comfortable declaring spam as
"wrong," even the stuff that isn't outright illegal.

When one competitor has greater regulatory access to resources than
another, you set the stage for anti-competitive practices. When that
extra access is used to ease one's burden to a competitor's detriment,
it's wrong. Quintessentially unfair. Whether or not it's against the
letter of the rules.

The address shortage has exacerbated the problem and it isn't likely
to wane on its own for the remainder of IPv4's useful lifespan.
