Given the clear problem statement, it shouldn't be hard to make a policy proposal that
very quickly results in clear policy text for the change.   Combine that with evidence of
solid community support and dwindling IPv4 free pool, and it would be feasible to ask
for Board intervention, if needed.  Note that even under our standard timelines, this
could be adopted immediately after the ARIN Public Policy Consultation at NANOG 61
if recommended beforehand and well supported at that meeting.
