I'm confused.

I'm not finding a reference to confusion in the documentation for this 
Recommended Draft Policy. Could you please share the link?

It was stated that ARIN staff are not asking for this information 
regarding virtual web hosting. What is being clarified here?

I'm sorry, but I don't get the relevance of what staff may or may not do 
WRT unrelated policies when considering the merits of a proposal.

It seems to me that fraudulent requests would be fraudulent with or 
without this section, and if not fraudulent, they wouldn't be bogus, but 
legitimate.

After all, the existing wording specifies that the information provided is 
for informational purposes only. If anything the removal of this text 
would strengthen the ability to use a corporate policy emphasizing the use 
of name based resolution.

As I said, I'm confused, can you help clarify?
