IETF Documents are also an equally constant moving target.

I believe you are conflating 8.2 and 8.4. Section 8.4 is inter-RIR version of 8.3. Acquisitions (8.2) are not subject to this at all.

Not sure what you mean by this. Removing 4.2.4.4 and replacing it as proposed would not negatively impact the growth of new entities.
