   ARIN has always verified customers in determining address need but is happy to
   change if directed by the community. That would be a change to existing policy and
   should be discussed with the ARIN AC to develop an appropriate policy proposal.

   Review NRPM 4.2.3 - Reassigning Address Space to Customers for the current policy,
   as that is the basis for issuing additional IP address space to service providers.  (You
