What kind of documentation are you looking for?

As I've mentioned in previous debates about small providers in the past, I 
have several of them as customers that very likely will have this problem 
when the free pool is exhausted.  Their upstream providers tend to also be 
small service providers without any reserve address space.  Many of them 
struggle to justify a /24 or /23.
