Yes.  Per NRPM 4.2.4, an ISP requesting an additional block must have efficiently utilized
all previous allocations and at least 80% of their most recent allocation in order to receive
additional space.  It does not matter if the ISP is requesting an additional /20, /12, or any
other amount, the same criteria is applicable to all such requests.
