I could care less about someone making a profit or NOT on the transfer
market. What I do care about is that without it there is no motivation
for organizations to free up unused or under-utilized resources.
Freeing up resources is frequently not a zero cost operation, and if in
some cases it is, so what. For ARIN to reclaim resources from
organizations, the only real alternative to a transfer market, is most
definitely not a zero cost operation, and that cost would be born by the
whole community.
Once the ARIN free pool is exhausted, the transfer market is what we
have, ensuring at least minimal functionality is something we need to
worry about. Should the functioning of the transfer market be first
over everything else, probably not, but I it has to be a consideration.
