There is no difference in voting rights for ISPs vs. end users.

The only difference is in fees.

ISP fees include membership and voting privileges in their base fees.

For end users, membership is a separate fee, but once an end user pays their membership fee, they have the same voting rights as an ISP.

The only difference is that ISPs don't have the option of opting out of voting rights.
