Unfortunately, that's not an entirely accurate characterization.
arin-discuss is only open to members to the best of my knowledge.
Many (if not most) of the entities paying fees to ARIN are not members.
In fact, I could not be on that list by virtue of my own resources. I happen
to be on there because I am a consultant to several members and an
employee of one.
