I'm not familiar with all of the gory details of arbitration, so one 
question;

Would ARIN accept the ruling of an administrative law judge or other 
arbitrator agreed to by both parties, even if the other party didn't 
agree, or would someone have to get an actual court order enforcing the 
arbitrators ruling?

One would hope, once going through arbitration the other party would be 
reasonable and agree.  However, reasonableness is sometime in the eye of 
the beholder. :)
