most likely, yes.

sure, just one single use-case has been discussed, it's hard to judge
from just that one case. Adding LISP or RPKI into the mix is ...
making the sizing even less clear :(

(pushing the gtld folks out of CI and into genpop though... makes this
less hard to think about)
