[arin-ppml] ARIN-2012-1: Clarifying Requirements for IPv4 Transfers - Last Call

Support.

As I mentioned in Vancouver, I strongly urge the Board to take note of the
progress of this proposal and implement it simultaneously with 2011-1.
 This proposal adds important safeguards to 2011-1 which is currently
pending implementation.
