No,   ULA  addresses are designed to only be locally reachable.
The abstract you referred says "These addresses are globally unique and
are intended for local communications, usually inside of a site. They
are not intended or expected to be routable on the global  Internet."

I mean like globally unique addresses provided which are also global
unicast and do not  have a "Local Reachability" restriction,  so you
can prepare in advance of your IPv6 deployment,   since you know what
your allocation will be, and register  full contact details with the
relevant  registry as soon as your ready  to route them,     without
any requirement for an application process.

With a simple verification process,   specifically:   the registry can
call the phone
number and  provide a  confirmation  code  to be  used to setup the  assignment
contact details via web site.
