Strongly support. 

We are defining a transfer process outside of outright acquisition of a company. There are certainly instances where companies have no need for an ASN that they may already own. They can dump it back in the pool or they can transfer it via a defined process...with or without monetary exchange of funds, if we allow transfers. If you limit this to just bankruptcy you complicate things with more language defining an outright acquisition of a bankrupt entity to gain that ASN asset or just an extricated asset from the bankrupt entity...messy.
