[arin-ppml] Clarify /29 assignment identification requirement

I think many agree that there are some cases where ARIN may need to
become involved with PII matters, for instance in investigating
potentially fraudulent resource requests.

Nonetheless, we could still agree to significantly reduce the amount
of PII that ARIN needs to see. For instance, we could agree that any
resource request comprising no more than 40% /29 assignments which
ARIN reasonably believes are in use (infrastructure justification vs.
end user justification) then there would be no requirement to delve
into who is actually using said assignments.
