Hi Paul,

As ISPs begin to make use of the carrier NAT space where a single
global IP serves hundreds of customers, is it really necessary for
ARIN to spot-check the identities of the customers sitting behind a
particular address in order to verify that the use is legitimate?

It would seem to me to be a failure of imagination if we can't find
some less intrusive way to decide if the use has been faked.

Besides, as someone else pointed out, customer lists don't prove
anything unless ARIN staff pick up the phone and start calling. Should
we expect ARIN to start randomly polling our customers to keep us
honest?

Isn't this all a little much?

We made a policy decision to cut off public reporting at /29 for a
reason. And we DO expect folks to pick up the phone and call the folks
listed for /29's over network abuse or whatever. And report it to ARIN
if it turns out to be fake. But if ARIN can't find a way to treat
private sub-/29 reporting as a request of last resort, maybe it just
shouldn't be available at all.
