60 months from now is a post-IPv4  internet.
By then, everything will be IPv6,  and a 60 month supply
supply of IPv4 addresses today is ZERO IP addresses,
so if all you can get is a 60 month supply, then that means you can't
get any ips.

Changing the rule to a "60 month supply of addresses";
is equivalent to removing "Justified need" requirement entirely.

And I am opposed to this proposed change for the same reason
I am opposed to removing the justified needs requirement;
it is inconsistent with ARIN's mission, and also inconsistent
with requirements set out in the relevant RFCs to do so.
