I support this proposal.   It provides clarification on an important issue.
It is a step towards allowing and encouraging Legacy resource holders
to maintain correct WHOIS listings.

And does some to discourage "black market"   covert "selling"  or
transferring legacy resources, without following established policy
for resource transfers.

Clarifying the matter,  likely increases the certainty that transfer
policies should be followed,
and  likely the perception of  risk   by  any organization  considering
attempt to "acquire"  number resources  fraudulently in a manner not
authorized by policy
(E.g.   Transfer not requested through RIR,  no RSA signed,  no
justified need,  "transfer" recipient wants resources for pure
speculation/hoarding purposes).
